Anybody can win the lottery, including convicted criminals. Just ask Michael Carrol the "Lotto Lout," as nicknamed because he's been such a nuisance.
Michael Carrol was a convicted criminal when he won the UK National Lottery in 2002. He showed up to the prize office wearing a police-issued electronic ankle bracelet.
Michael won £9.7 million ($13.5 million USD). But it's good to know that some people don't change after winning the lottery. Michael remained a criminal!

•paid thousands of dollars in fines for vandalism
•threw ball bearings through shop windows
